Environmental Noise Monitoring in Southeast Asia: Regulations, Instruments & Best Practices

The regulatory landscape across Thailand, Singapore, Malaysia, Vietnam and Indonesia, which instruments to specify, and six practices that keep a survey defensible.

Environmental noise is a growing concern across Southeast Asia as urbanisation, industrial expansion and infrastructure development bring new noise sources into communities. Whether you are an environmental consultant, a government agency or an industrial operator, understanding the regulatory landscape and selecting the right monitoring equipment is essential.

Why it matters in the region

Southeast Asian countries are increasingly adopting international noise standards as part of environmental impact assessment (EIA) requirements, industrial permitting and urban planning. The main drivers are:

  • growing awareness of noise-induced health effects, including sleep disturbance, cardiovascular disease and cognitive impairment
  • international financing requirements for infrastructure projects, such as World Bank and ADB environmental standards
  • alignment with ISO 1996 and the WHO Environmental Noise Guidelines
  • community complaints and legal challenges relating to industrial and construction noise

Key standards

  • ISO 1996-1 and ISO 1996-2 — the primary international standards for the description, measurement and assessment of environmental noise
  • WHO Environmental Noise Guidelines for the European Region (2018) — widely referenced globally for health-based noise limits
  • IEC 61672 — defines sound level meter performance requirements; Class 1 is required for most regulatory measurements

Country-specific regulations

  • Thailand — noise standards are set by the Pollution Control Department (PCD). Industrial noise limits at property boundaries are typically in the region of 70–75 dB(A) during the day.
  • Singapore — the NEA regulates construction and industrial noise, with strict limits applying particularly to night-time construction.
  • Malaysia — the Department of Environment (DOE) sets noise limits under the Environmental Quality Act.
  • Vietnam — QCVN 26:2010/BTNMT sets environmental noise standards for different zone types.
  • Indonesia — Government Regulation No. 41/1999 and subsequent regulations set noise standards by zone.

Always verify the current requirements with the relevant authority. These standards are updated periodically and the figures above are indicative only.

Choosing the right equipment

For short-term surveys

A Class 1 sound level meter with data logging, octave band analysis and statistical functions (L10, L50, L90, L95) is the standard tool. Specify:

  • IEC 61672 Class 1 certification
  • A, C and Z frequency weightings
  • Fast and Slow time weightings
  • Leq, Lmax, Lmin, Lpeak and statistical percentile levels
  • data logging with timestamps
  • a weatherproof microphone windscreen for outdoor use

For long-term continuous monitoring

Permanent and semi-permanent monitoring stations are increasingly required for construction projects, airports and industrial facilities. Look for:

  • a weatherproof outdoor enclosure
  • network connectivity for remote data access
  • automated alarm notification when thresholds are exceeded
  • cloud-based data management accessible from any browser
  • sufficient battery life for remote deployment

Six practices that keep a survey defensible

  1. Plan measurement positions carefully. Follow ISO 1996-2 guidance on position selection, typically 1–2 m from reflective surfaces and at relevant receptor heights.
  2. Calibrate before and after. Check the sound level meter with an acoustic calibrator at the start and end of every session.
  3. Account for background noise. Measure the background level and apply corrections where the source of interest is less than 10 dB above it.
  4. Document meteorological conditions. Wind speed, temperature and humidity affect propagation and must be recorded.
  5. Use an appropriate measurement duration. ISO 1996-2 gives guidance on minimum durations for different source types.
  6. Apply corrections for impulsive or tonal noise. Add penalty corrections where local regulations require them.
